Has been for a while. A great deal for PC users, as long as updates and fixes for ongoing OS changes with Windows are kept up...
Something else, cross-platform, worth checking out is Reaper, a very powerful DAW. This has an unlimited demo, basically the full program with a splash screen at startup.
My favorite Reaper feature at the moment is that it works on MP3's natively. It doesn't create hard-drive-clogging .WAV files out of them. I use a lot of multi-track backing tracks these days (to make my own mixes and versions with) and being able to use the 320kbps MP3 files without ballooning the project size is wonderful!
If you work in a mixed OS environment, or collaborate with people using Macs, Reaper is well worth investigating.
